The bookplate is surrounded by a stylized block border with a design within it. At the top, the school board crest is printed above the words 'Commission des Ecoles Catholiques de Montreal'. The body of the bookplate is comprised of a printed form with space for a student's name, reason for the award, grade, school, date and year to be filled in by hand.

The Catholic School Commission has a long history in Montreal. Founded in 1846, by the time of its 150th anniversary in 1996, the Commission was the largest French-language school board in North America and boasted a population of over 130,000 students, 90,000 of whom were enrolled in French-language educational institutions. In 1963, the Commission created adult education programs, although these were not actually implemented until the 1964-1965 academic year. These courses were designed to help those who had passed the usual age for school attendance but who were in need of their educational certificate, and helped both the Francophone and Anglophone communities.
